An operation, with a clear instruction to capture a terrorist, quickly changes to a “kill mission”, when the target is discovered to be on a mission, to launch a suicide bombing attack. The unanimous decision to kill, becomes necessary but difficult, when a sweet little girl, named Aliya, is spotted within the circumference of the “kill zone”.
Colonel Katherine Powell, is a Uk based military officer in command of a top secrete drone operation to capture terrorist (Al-Shabab) in Kenya. Powell is working with her American counterparts and the Kenyan Military.
Through Remote surveillance and underground intel, Powell discovers the targets are planning a suicide bomb attack in Kenya.
If this operation is successful, it will lead to the capture of the number 2, 3 and 5 terrorists of the American list of most wanted terrorist. Two of these terrorists are Americans who have become radicalized. Their nationality has brought about a possible political -International conflict. Secondly, Kenya is a friendly country.
To carry out the Kill-Mission, which has to be done as soon as possible otherwise, the suicide bombers would leave that room and it will be difficult to get them all in one place again, Powell then request for an opinion from the British Army Legal counsel, annoyingly, the counsel puts the decision to their superiors at the COBRA meeting, each one of them had their biases towards the negative publicity associated with killing civilians.
When they failed to reach a valid conclusion, they differed to the UK foreign Secretary who is currently in Beijing for business. He also puts the decision to the US Secretary of States who stated expressly that the terrorist is an enemy of the state. The COBRA is now ordered by the UK foreign secretary to be mindful of the collateral damage.
With this verdict, Powell was good to go with the : “kill mission”.
Back in Kenya, a sweet little girl named Aliya, walks into the kill zone to sell bread. That spot is her usual spot to sell bread for her mother. The drone pilot in Nevada, seeing this tried all tactics possible to delay pulling the trigger to allow the little girl to sell off her bread, but this was going to work our anytime soon. Faray, one of the members of the secrete intelligence team is now instructed to go and buy off her bread. He ran out of luck when the military personnel around where Aliya sells bread recognized him and opened fire at him. He ran for his life. Though he paid for the bread and asked Aliya to go home, I guess, Aliyah saw it as her lucky day, since she still had the bread she stayed back to continue selling.
At this point, Powell was losing patience. Her last resort was to look for a way to reduce the collateral damage from 65% to 45%. In her Opinion, it is better to execute the terrorist within that location, than to allow them trigger their suicide explosives at a mall or any other market place. This would mean more loss of lives and property.
