PROPOSAL TO ADDRESS LAND TRANSPORTATION CHALLENGES

In view of the request for a means of transportation for staff, either by virtue of their job role e.g. Sales, their pay grade, or their status in the company there is a need to develop a structured Staff Land Transportation Proposal to officially and comprehensively address these needs.

Objective: To provide a formalized and standardized approach to delivering land transport services in support of business operations.

Scope: This Proposal covers four broad categories of need; Operations Car; Departmental Pool Car; Sales/Marketing Car; and Status Car.

OPERATIONS VEHICLE

In order to support the smooth operations of the company’s business in a cost effective manner, the company will provide Operations Vehicles for individual employees who require one for their daily work activities.

The use of the Operations Vehicles is limited to any periods the employee is actively at work, and is therefore not expected to take the car home at the close of business, or during the weekends. For certain critical roles, following relevant justification, the Functional Leader may give approval for the employee to keep possession of the Operations Vehicles even beyond work hours and work days on a regular basis.

DEPARTMENTAL POOL VEHICLES

Pool cars dedicated to a Department/Function, e.g. Human Resources & Administration, will be provided by the company for on-demand transportation services for team members, in line with the cost reduction drive of the company.

The use of the departmental pool cars is limited to the staff of the Function who do not have access to other types of company funded transportation like Operations Cars, Sales cars etc. Pool cars are only available during work hours. The need for a pool car beyond work hours or on rest days must be booked and approved in advance by the Department Head/ Functional Lead.

SALES/MARKETING VEHICLE

Due to the itinerant nature of a Sales/Marketing person’s role, the company will provide a Sales/Marketing vehicle for certain categories of Sales/Marketing people to enable them properly cover their sales area, and improve sales revenue.

The use of the Sales/Marketing vehicle is without time and day restrictions in recognition of the unique nature of the job, that regularly requires working beyond regular work hours and rest days.

STATUS CAR

All employees from Pay Grade 17 (General Manager and above) are entitled to a status car according to their pay grade. The car will be amortized over five years.

WELFARE BUSES

The Company recognizes the need for employees to commute to and from work during week days and on special occasions. Staff buses will be provided to convey employees from designated routes and bus stops in the morning to work and back after work.

GENERAL ADMINISTRATION OF POOL CARS: A transport request form for Admin Pool Vehicles is available for employees to fill out and have their supervisors/managers approve. The approved form should be submitted to the Head, HR Administration for action.

VEHICLE DOCUMENTATION: In all cases, the vehicles will be registered in the name of the Company, and the original copies of the vehicle particulars retained by the company.

DISPOSAL/OWNERSHIP CHANGE:

For Operations and Departmental Pool Cars. at the end of the Seven-year span, the vehicle’s residual value will be established, and management will approve a ballot price for the Vehicle. An electronic ballot system will then be used to sell the vehicles to employees.

For Status Cars and Sales/Marketing Cars, at the end of the five-year cycle, the status car will revert to the employee and change of ownership letter given to the employee. Where the employee leaves the company’s service before the end of the 5-year period, and the employee is a good leaver, he/she will have the right of first refusal to buy the car at the balance/ unamortized value of the car, failing which, the car will be balloted amongst employees.

General Health, Safety & Environment

All operational vehicles are to be managed without compromising the Company’s Health, Safety and Environment standards and must be installed with air-conditioners. The company will endeavour to carry out regular maintenance of the all cars, to minimize environmental pollution as a result of discharged exhaust gases.
